Creation of a bird sanctuary with visitor centre. The Land of Ghadira is owned by the Government and until 1978 was leased for shooting purposes. In 1978 the land Use Adviser of the Royal Society for the Protection of Birds (Mr. H.E. Axell) was bought to Malta by the M.O.S. to draw up proposals for the development of Ghadira as a Nature Reserve. His plan was immediately accepted by the Department of Health and Environment, formerly responsible for the area.
